Is there a Timeline?

I have been putting off this BLOG entry . We really felt like our next entry would be full of excitement and news of our plans to leave. We completely packed this past weekend and we were looking forward to this past Tuesday when we thought Thuoc would be meeting with the Province Officials to get our final instructions on when to come and take our little boy home. Well, it does not look like that will be the case in the near future.

We have learned that the meeting Tuesday was canceled due to lack of payment by our American Agency. Our Agency financially supports the baby home--renting the facility, paying for utilities and supplies, paying salaries for the nannies and doctor, etc. Approximately a week ago Thuoc notified our Agencythat it was time to pay the rent for the baby home (it is paid in six month intervals). The agency says that they wired the money on the Friday before the meeting was to take place on Tuesday. Unfortunately, the transfer was not in the account in VietNam on Monday in order for Thuoc to travel to the province for the meeting scheduled on Tuesday. Thuoc feels that he must wait until the money is received so that he can personally take it to the landlord to pay rent. Our Adoption Agency states that they did not realize that Thuoc was waiting for the wire transfer before he would even travel to the province. Had they known, we would have insisted that he go ahead and travel to the province in order to meet with the officials. We were shocked to realize that he was still in HCMC and not any where near the Province. However, he did have communication with the doctor about our cases. They are all in various stages, but still making progress (at a snail's pace). Our Agency is now telling us that they have no way of knowing if the transfer has been completed in the Vietnamese account until the money is actually recieved and posted as available in the account. An international wire transfer can take anywhere several days and sometimes longer if paperwork has to be transferred to different branches. With that news given to us on Tuesday, we still hoped that the money would get to Vietnam. Supposedly, the local province leaders had rescheduled the meeting for Thursday. We have heard no news as of yet and it is Thursday night in Vietnam now.

I am amazed and shocked at this most recent delay. I can not imagine that our Agency would not realize that this money was due and would not have it sent to vietnam before it caused Thuoc to refuse to go to the Province without the money being in his account.
I am at a loss as to what our timeline is now.
